Welcome to the Subsidy era

“Bao cấp” or the “subsidy period” is the term Vietnamese people use to describe a historical period that took place roughly between 1976 and 1986 in Vietnam, following the end of a long and devastating war against some of the world’s most powerful imperial forces.

During that period, the State funded and controlled most economic activity through a centrally planned system, a hallmark of many socialist countries then. The government largely removed private business and shifted the economy toward state-owned and collective sectors.

The Birth of “Bao Cấp” (Subsidy era)

The subsidy system originated in the early 20th century and was closely associated with centrally planned economies. It became clearly established after the October Revolution of 1917 in the Soviet Union. Under this model, the State owned the means of production and made decisions on production, distribution, and pricing, while citizens received goods according to fixed quotas.

Governments designed the system to rebuild war-torn economies, distribute scarce resources more evenly, curb speculation, and keep inflation in check. In that context of extreme shortages, many leaders saw it as a practical solution

State-owned enterprises operated according to assigned production targets and were not subject to profit-and-loss pressure, resulting in low efficiency and prolonged waste. While this system was understandable in a post-war and resource-scarce context, over time it suppressed productivity and economic development, leading Vietnam to initiate the Renovation reforms in 1986.

Vietnamese culture during the subsidy period remains a deeply distinctive memory among the Vietnamese. That era is marked by hardship, yet rich in human warmth, which left a lasting imprint on our social life.

It was a time when daily routines revolved around ration coupons, queuing, and waiting for distribution to occur. People learned to save every grain of rice and every piece of fabric, placing great value on sharing and mutual care. A strong sense of community prevailed: neighbors helped one another exchange coupons and share food, while children grew up in cramped collective housing filled with laughter.

During the subsidy era, all goods were distributed through ration coupons. At every shop and market, long lines formed as people waited to buy food and necessities. Often, just hearing that rice had arrived at a neighborhood food store would send entire blocks of residents lining up from three or four in the early morning, marking their place with broken bricks, baskets, or scraps of paper.

At that time, only families of war invalids, martyrs, or those with recognized revolutionary service held priority cards that allowed them to purchase goods without waiting in line. Despite material shortages, the human spirit proved resilient and enduring. Simplicity and humility became common ways of life. The culture of the subsidy period was not glamorous, but it vividly reflected the Vietnamese people’s will to survive, their collective spirit, and their ability to adapt under hardship.

After the country moved beyond the poverty of the subsidy era, the long queues outside shops disappeared. Agricultural products, food, and daily necessities became readily available, with people able to provide for themselves freely, anytime and anywhere. Even so, the subsidy period remains closely tied to the generation of our parents and grandparents—a time that continues to be remembered for its hardship, resilience, and quietly beautiful memories.
